Michael J. Kelly, J.D., Ed.D., Executive Director
Dr. Michael Kelly has been working directly with or on behalf of students with disabilities since his high school years. As a freshman, Dr. Kelly began volunteering at St. Edmunds in Rosemont and by his senior year was working after school each day with the resident students at the Don Guanella School in Springfield. Upon graduating from West Chester University, Dr. Kelly began his career in public education that spanned almost thirty years and included working as a Special Education Teacher, Special Education Supervisor, Director of Student Services, Assistant Superintendent, and Superintendent of Schools. Along the way, he continued his education taking graduate courses at Penn State, earning a law degree from Widener University School of Law, and receiving his doctorate in Educational Leadership from Immaculata University.
Joseph A. Vaillancourt, MBA, SPHR, Director of Human Resources
Joe Vaillancourt's Human Resource management experience extends over 15 years. He has earned the distinction of Senior Professional in Human Resources. Joe holds an MBA from West Chester University and a Bachelor of Arts degree in Psychology from the University of Southern Maine. Prior to joining CCRES in 2004, he was the Human Resources Manager for 6 years at the Devereux Kanner Center in West Chester, Pennsylvania and the Coordinator of Devereux Industries for 2 years at the Devereux Whitlock Center in Devon, Pennsylvania. Preceding his experience in Pennsylvania, Joe was the Executive Director for 2 years at the Center for Independent Living in Palm Beach County, Florida.
Christine Lockwood, Business Manager
A graduate from St. Joseph's University, Christine brings with her over 28 years of knowledge in the accounting field, including a substantial amount of non-profit accounting experience. Some of her previous duties included working as a Deputy Tax Collector for Concord Township and working within Garnet Valley School District.
Thuy Yancey, SHRM-CP, Coordinator of Recruitment
Thuy earned her B.S. in Criminal Justice from West Chester University in 2005. She has most recently worked as a Recruiter (Behavioral Health Division) and Account Manager (Allied Health Division) for Staffing Plus. Thuy achieved her SHRM (The Society for Human Resources) Certified Professional credential in 2017.
Amanda Chappell, SHRM-CP, Recruiter
Amanda has experience recruiting within a variety of industries. She began her career recruiting administrative professionals at Robert Half International and most recently worked in in the Allied Healthcare industry. She has a degree in Liberal Arts from West Chester University. Amanda achieved her SHRM (The Society for Human Resources) Certified Professional credential in 2016.
Kerri White, Recruiter
Kerri White, HR Recruiter joined CCRES in 2015. She earned her B.S. in Organizational Behavior/Applied Psychology from Albright College. She was also a previous TSS, with two years of experience in wraparound services.
Kathy Benigni , Recruiter
Kathy worked for seven years as a recruiter/HR representative for a home health care agency. Prior to that, she worked 12 years in the financial industry where she held various positions from Training Supervisor to a 401K Account Administrator. Kathy holds a Bachelor of Science in Consumer Affairs with a concentration in Business from the Indiana University of Pennsylvania.
Keara Cosgrave, Recruiter
Keara graduated from Kutztown University in 2012 with a B.A in Literature and Language. She worked for three and a half years recruiting and deploying staff to support adult individuals with disabilities before transitioning to recruiting nurses and nursing assistants in the long-term health care field.
Wanda Ballentine, MBA, Recuiter
Wanda holds an MBA with a Certification in Strategic Leadership from Rosemont College and a B.A. in Human Resources/Organizational Leadership. She’s worked as an HR Generalist for several years. Prior to that she worked 16 years in the financial industry where she held various positions from Coaching, Training, and On boarding new hires. She also volunteered on a School Board as Vice President for 5 of the 6 years.
Allison Kalemjian, Recruiter
Allison graduated from West Chester University in 2017 with a Bachelor’s degree in Psychology. Allison gained experience in the field working for CCRES as a Registered Behavior Technician. Allison thoroughly enjoyed her time spent in the field, and is still providing indirect service to students in her new role.
Dominique Binko, SHRM-CP, Human Resource Manager
Prior to joining CCRES' administrative team, Dominique gained experience within the field by working for CCRES as a Personal Care Assistant and Therapeutic Staff Support. Dominique earned her B.S. in Special Education from West Chester University in 2012, and obtained her SHRM (The Society for Human Resources) Certified Professional credential in 2016.
Sharon King, Assistant to the Executive Director, CCRES Board Secretary
Sharon joined CCRES in 2017, with over 30 years of experience working in executive level, administrative support. Her employment background with well known, large corporations, has also made her well qualified in office and project management. Sharon also serves as the CCRES Board Secretary.
Jean M. Talucci, Administrative Staff (part-time)
Jean holds a B.S. in Liberal Studies from West Chester University, as well as a Certificate in Human Resources Management from Villanova University. Prior to joining the CCRES team, Jean worked in various fields related to the area of human resources.
Alyssa McKenzie, Administrative Staff
Prior to joining CCRES’ administrative staff, Alyssa has ten years of customer service and administrative experience. She also has two and half years of experience working in child care. Alyssa completed her Associates degree in Psychology at Delaware County Community College.
Kara Davidson- Administrative Staff
Kara joined CCRES in 2013 as an Instructional Assistant before transitioning to the HR administrative team. Prior to that, Kara spent over seven years as an HR Generalist in the manufacturing industry. She has a B.S. Degree in Business Administration and a Certificate in Human Resources Management from Widener University.
