Administrative Staff

William U. Kropp, Executive Director

Previously, Will Kropp served as statewide Program Director for Classroom Plus, Pennsylvania’s Education Support Services Program. This tutoring initiative of the Ridge and Schweiker Administrations was established by contract with the Pennsylvania Department of Education at the Chester County Intermediate Unit (CCIU). Under his direction, the program aided the eligible children of over 30,000 parents through a network of 2,000 tutors located in all 67 counties of the Commonwealth. Will holds a master's degree in public administration from the University of Pittsburgh and a bachelor of arts degree in political science from Haverford College.

Ella B. Raymond, Director of Finance

Before joining CCRES, Ella Raymond served as Supervisor for Classroom Plus, Pennsylvania’s Education Support Services Program. Immediately prior, she was an office manager in charge of payroll and accounting at the Daily Local News for over 17 years and Tri-State Technical Sales for over 11 years.

Joseph A. Vaillancourt, Human Resources Director

Previously, Joe Vaillancourt was Human Resources Manager for the Devereux Kanner Center in West Chester, Pennsylvania. Preceding that, he was Executive Director for the Center for Independent Living in Palm Beach County, Florida. Joe holds a master's degree in business administration from West Chester University. He received a bachelor of arts degree in psychology from the University of Southern Maine and has been certified as a Professional in Human Resources.
