Administrative Staff
Ronald S. Farkas, Ph.D., Executive Director
Dr. Ron Farkas has more than 33 years of experience in public education, 22 years as a school psychologist and administrator for the School District of Philadelphia and the last 11 years as an administrator with the Chester County Intermediate Unit (CCIU). Most recently, he has served as CCIU’s Director of Student Services. In this capacity, Dr. Farkas has had responsibility for the operations of the Preschool Special Education, Head Start, Young Parents, and Home & Community Services Programs. Dr. Farkas has been a past chair of the PA Psychological Association School Psychology Board. He has been recognized by PPA for Outstanding Contributions to School Psychology; by Temple University through an Outstanding Alumnus Award; and by the Philadelphia Office of MH/MR as a recipient of the Brighter Futures Award. Dr. Farkas maintains a private practice in clinical psychology. He resides in Plymouth Meeting with his wife, Marilyn.
Ella B. Raymond, Director of Finance
Before joining CCRES, Ella Raymond served as Supervisor for Classroom Plus, Pennsylvania’s Education Support Services Program. Immediately prior, she was an office manager in charge of payroll and accounting at the Daily Local News for over 17 years and Tri-State Technical Sales for over 11 years.
Joseph A. Vaillancourt, Human Resources Director
Previously, Joe Vaillancourt was Human Resources Manager for the Devereux Kanner Center in West Chester, Pennsylvania. Preceding that, he was Executive Director for the Center for Independent Living in Palm Beach County, Florida. Joe holds a master's degree in business administration from West Chester University. He received a bachelor of arts degree in psychology from the University of Southern Maine and has been certified as a Professional in Human Resources.
